Just days before Prime Minister Narendra Modi’s scheduled visit to Manipur on September 13, 2025, the state’s Bharatiya Janata Party (BJP) faces a significant setback. In the Phungyar constituency of Ukhrul district, 43 local leaders and workers resigned en masse on Thursday, citing dissatisfaction with the party’s leadership. This development casts a shadow over the BJP’s preparations for Modi’s first visit to the strife-torn state since ethnic clashes began in May 2023.

Reasons Behind the Exodus

The resigning members, in a joint statement, expressed deep concerns over the party’s internal functioning. They criticized a lack of consultation, inclusiveness, and respect for grassroots leadership as key reasons for their departure.

Despite stepping down, they reaffirmed their commitment to the BJP’s ideology and pledged to continue working for the welfare of Manipur’s communities.

Key Figures Involved

The resignations include prominent figures such as the Phungyar Mandal president, heads of the Mahila, Yuva, and Kisan Morchas, and several booth-level presidents. Led by Nachonmi Ramshang, a special invitee of BJP Manipur Pradesh, the move signals significant unrest within the Naga-majority constituency.

BJP’s Response

The Manipur BJP unit dismissed the resignations as a “publicity stunt” aimed at tarnishing the party’s image. State vice-president Awung Shimray Hopingson claimed the individuals had been engaging in anti-party activities since the 2022 assembly elections.

He emphasized that the Phungyar Mandal and booth-level structures remain intact, with disciplinary action sought against the dissenters.

Context of Modi’s Visit

Modi’s visit, the first since ethnic violence between Meitei and Kuki-Zo communities claimed over 260 lives and displaced thousands, is highly anticipated. He is expected to address rallies in Imphal and Churachandpur and inaugurate projects worth Rs 8,500 crore.

The Centre imposed President’s Rule in Manipur after Chief Minister N Biren Singh’s resignation in February, with the state assembly currently in suspended animation.

Security and Political Climate

Ahead of Modi’s arrival, security has been tightened in Imphal and Churachandpur, with deployments at key venues like Kangla Fort and Peace Ground. The resignations add a layer of political complexity to an already tense environment marked by ongoing ethnic tensions.
