Recruitment and SIM Card Facilitation
Shahzad reportedly orchestrated the travel of individuals from Uttar Pradesh to Pakistan under the guise of smuggling, with the true intent of recruiting them for ISI activities. He also allegedly procured Indian SIM cards for ISI agents to enable covert communications.
Context of Heightened Tensions
The arrest coincides with a nationwide crackdown on suspected ISI operatives, intensified by the April 22, 2025, Pahalgam terror attack in Kashmir, which claimed 26 lives. This incident has escalated India-Pakistan tensions, prompting increased vigilance.

Shahzad’s detention follows the arrest of Haryana-based YouTuber Jyoti Malhotra, also charged with espionage for alleged links to a Pakistani officer. The officer, declared persona non grata, was expelled after a brief military conflict between May 7 and May 10, 2025.
