National: Tensions Flare Over Godavari-Banakacherla Ahead of CMs’ Meet

Prelude to Crucial Talks

On July 16, 2025, the Chief Ministers of Telangana and Andhra Pradesh, A. Revanth Reddy and N. Chandrababu Naidu, will convene in New Delhi under the aegis of Union Jal Shakti Minister C.R. Patil to address simmering interstate water disputes. Telangana’s preemptive letter to the Centre underscores its firm opposition to discussing the Godavari-Banakacherla project.

Telangana’s Stance on Banakacherla

Telangana’s government has formally objected to Andhra Pradesh’s proposal to prioritize the Banakacherla project in the meeting’s agenda, labeling it as unauthorized and non-compliant with legal frameworks. The state contends that the project lacks approvals from the Godavari River Management Board (GRMB), Central Water Commission (CWC), and Expert Appraisal Committee (EAC).

Allegations of Legal Violations

In its letter, Telangana asserts that the Banakacherla project contravenes the Godavari Water Disputes Tribunal Award of 1980 and the Andhra Pradesh Reorganisation Act, 2014. It argues that discussing the project undermines the credibility of central regulatory bodies and threatens Telangana’s water security.

Telangana’s Proposed Agenda

Telangana has redirected the focus to unresolved Krishna River projects, urging national status for the Palamuru and Dindi initiatives. It also seeks 80 TMC of water for the Pranahita project at Thummadihetti and proposes a new project to utilize 200 TMC of Godavari floodwaters for drought-prone areas.

Andhra Pradesh’s Position

Andhra Pradesh defends the Banakacherla project as a vital initiative to harness 200 TMC of surplus Godavari floodwaters for Rayalaseema’s irrigation and drinking needs. The state insists it adheres to legal norms, citing a WAPCOS report that highlights the availability of 2,842 TMC of annual floodwater.

Meeting Details and Expectations

The meeting, scheduled at 2:30 PM IST at Shram Shakti Bhawan, aims to resolve these contentious issues. The Jal Shakti Ministry has invited additional agenda items, signaling an intent to foster dialogue and address both states’ concerns comprehensively.

Broader Implications

The dispute reignites historical tensions over water-sharing, rooted in the 2014 state bifurcation. Telangana’s threat to escalate the matter to the Supreme Court underscores the stakes, while Andhra Pradesh’s push for the project highlights its regional development priorities.
