As a result, 25 nations, including India, France, and Germany, have suspended postal services to the United States, effective ahead of the August 29, 2025, deadline.

The move follows the U.S. revocation of the “de minimis” rule, which previously allowed duty-free entry for low-value parcels, impacting global e-commerce and logistics.

Universal Postal Union’s Response
The United Nations’ Universal Postal Union (UPU), headquartered in Switzerland, confirmed that 25 member states have halted outbound postal services to the U.S. due to operational uncertainties.

UPU Director General Masahiko Metoki expressed concerns in a letter to U.S. Secretary of State Marco Rubio on August 25, 2025, highlighting disruptions in global postal flows.

The UPU is actively engaging with U.S. authorities to clarify implementation protocols and mitigate impacts on international mail services.

New U.S. Tariff Framework
Effective August 29, 2025, all U.S.-bound packages, except personal gifts and letters valued under $100, will face tariffs aligned with the sending country’s import rates.

For instance, EU nations face a 15% tariff, while India confronts a 50% rate, significantly increasing costs for cross-border shipments.

This policy shift has raised concerns about logistical backlogs and additional compliance burdens for postal operators worldwide.

Affected Countries and Measures
While the UPU did not disclose a complete list, nations such as Australia, Norway, Switzerland, and Japan have publicly announced suspensions.

Postal services cite insufficient time and unclear guidelines for adapting to the new U.S. customs requirements.

Some operators, like Germany’s DHL, have warned of enhanced scrutiny on exempted items to prevent misuse for commercial purposes.

The suspension of postal services by 25 countries underscores the broader ramifications of U.S. trade policy changes on international commerce.
