INTERNATIONAL: EU Eyes Voluntary Military Service Amid Rising Russia Threat
France is stirring a long-dormant call to arms, rolling out a voluntary military service program amid escalating tensions with Russia.
President Emmanuel Macron’s bold move revives national defense roots, targeting young adults for hands-on training without thrusting them into combat.
This step, absent since conscription’s end nearly three decades ago, aims to fortify Europe’s bulwark against uncertainty.
Announcement from the Alps
Macron unveiled the initiative during a speech at the 27th Mountain Infantry Brigade base in Varces, nestled in the French Alps.
He framed it as a measured response to “accelerating threats,” underscoring Russia’s Ukraine conflict as a wake-up call for the continent.
Starting mid-2026, the program invites 18- and 19-year-olds to commit 10 months of paid service on home soil, focusing on drills and readiness rather than deployments.
The rollout begins modestly with 3,000 participants next year, scaling to 10,000 annually by 2030 and potentially 50,000 by 2035 if needs evolve.
Macron stressed this “hybrid army model” blends volunteers, reservists, and active forces, rejecting a full return to mandatory drafts.
Funding the Fortification
To back this expansion, France pledges 2 billion euros ($2.32 billion) for the service alone, part of a broader 6.5 billion euro boost to military ranks over two years.
By 2027, the annual defense budget will hit 64 billion euros, doubling from pre-crisis levels and cementing France’s role as the EU’s second-largest force after Poland.
Currently, the nation fields 200,000 active troops and about 47,000 reservists, with goals to swell reserves to 100,000 by decade’s end.
This infusion promises a more agile 210,000-strong total, ready for hybrid risks from cyber to conventional fronts.
Continental Call to Readiness
France joins a chorus of EU neighbors hardening defenses. Belgium and the Netherlands have launched voluntary schemes, while Germany’s parliament weighs a similar blueprint.
Poland gears up to train 100,000 volunteers yearly from 2027, channeling border proximity into proactive posture.
Around 10 nations, including Austria, Cyprus, Denmark, Finland, and Sweden, uphold compulsory service as bedrock.
Macron’s vision aligns Paris with these allies, fostering a united front: “France cannot remain idle,” he declared, eyes fixed on a shared horizon.
