A judicial commission, chaired by retired judge John Michael D’Cunha, submitted its report to Chief Minister Siddaramaiah on July 11, 2025. It holds RCB, the Karnataka State Cricket Association (KSCA), DNA Entertainment, and Bengaluru Police liable for critical lapses.

Organizers Ignored Known Risks
Despite anticipating 350,000 to 400,000attendees against the stadium’s 33,000 capacity, organizers proceeded without adequate crowd control measures. RCB’s unchecked social media promotions, devoid of clear entry guidelines, worsened the chaos.

Security and Emergency Shortfalls
Only 79 police officers were stationed inside the stadium, with none outside to manage the surging crowd. The absence of ambulances and delayed response—the joint commissioner arriving at 4:00 PM and the police commissioner informed at 5:30 PM—exposed glaring deficiencies.

Legal Actions Intensify
FIRs have been lodged against RCB, KSCA, and DNA Entertainment under Bharatiya Nyaya Sanhita for culpable homicide and negligence. The Karnataka High Court’s suo motu oversight and the Criminal Investigation Department’s probe signal robust legal scrutiny.

Policy Reforms on the Horizon
Set for state cabinet review on July 17, 2025, the report may spur a new standard operating procedure for large-scale events. The Karnataka government’s Rs 10 lakh ex gratia for victims’ families aims to address immediate grievances.

Call for Accountability
Arrests, including RCB’s marketing head Nikhil Sosale, and suspensions of police officials underscore the push for accountability. The incident demands urgent reforms to ensure public safety at high-profile events.
